Key Responsibilities:Change Management Strategy & PlanningEvaluate and recommend improvements to the VAs comprehensive Change Management Plan.Use the government-approved change management model to guide transitions and promote adoption.Ensure alignment of change strategies with enterprise goals, stakeholder needs, and program performance outcomes.Change Readiness & Workforce EngagementLead readiness assessments across deployment sites and user groups to gauge preparedness for EHR transition.Develop and deliver action plans to increase change readiness and reduce adoption resistance.Foster a culture of continuous improvement and resilience in support of modernization goals.Stakeholder CommunicationCollaborate with the Change Leadership Team (CLT) to cascade key messaging and updates through service chiefs to frontline supervisors.Address field concerns by facilitating two-way communication between the CLT and operational leaders to ensure questions are resolved quickly and clearly.Support the development of change communication toolkits (e.g., FAQs, briefings, announcements) and maintain content in online communications repositories.Training Strategy SupportDevelop or coordinate role-based, targeted training to support user preparedness and EHR adoption.Monitor training participation and effectiveness and identify gaps or needs for reinforcement.Recommend adaptive training techniques based on audience analysis and feedback.End-User Engagement & AdoptionEnsure tailored messaging and resources are aligned to specific stakeholder needs (e.g., clinical, administrative, technical).Track change adoption metrics and use findings to adjust communication and training strategies.Identify and mitigate end-user barriers to adoption across VA facilities.Collaboration & CoordinationSupport cross-functional teams including communications, training, deployment, and clinical/technical stakeholders.Align change management strategies with broader implementation and performance management goals.Provide feedback to EHRM leadership on enterprise-wide impacts and local execution effectiveness.Key Deliverables Include:An updated Change Management Plan that has been reviewed and approved by the Government.Comprehensive change readiness assessments and corresponding reports to inform transition planning.Well-defined stakeholder engagement and communication strategies to ensure effective outreach and alignment.Metrics to measure adoption, along with recommendations for continuous improvement.Detailed training support plans and accompanying materials to facilitate user adoption.Field communication toolkits, including FAQs, briefing documents, and other resources to support consistent messaging. Qualifications and Requirements:Bachelors degree in Organizational Development, Human Resources, Public Health, Business Administration, or a related field8+ years of experience in organizational change management, with at least 4 years in a leadership role.Proven experience with large-scale IT implementations, ideally in federal or healthcare settings.Familiarity with industry-recognized change frameworks (e.g., Prosci, ADKAR, Kotter).Strong facilitation and interpersonal communication skills across diverse stakeholder groups.Demonstrated experience developing communication strategies and training plans for complex system transitions.Proficiency in Microsoft Office tools and experience with collaboration platforms (e.g., SharePoint, Teams).Clearance Requirement: Must be eligible to obtain and maintain Tier 2 Moderate Risk (MBI) clearance.Benefits:Medical, Vision, Dental, 401(K), Short Term Disability, Standard Basic Life Insurance.
