The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a knowledgeable and driven Equal Employment Opportunity (EEO) Investigator to lead and manage all aspects of Equal Opportunity compliance across the department. In this pivotal role, you’ll advise leadership, investigate complaints of discrimination, ensure adherence to state and federal regulations, and promote a fair, respectful, and inclusive work environment. You’ll also work closely with internal teams and external agencies, deliver impactful training, and guide policy development to ensure EEO standards are upheld. Regular travel to all complexes is required to build strong, collaborative relationships, foster trust, and support meaningful change initiatives. Job Duties Provide guidance and recommendations to management/employees on employee-related issues including employee discipline, employee grievances, equal opportunity, ADA, FMLA, employee extended medical leave, chronic absenteeism, and abandonment of post. Assemble meetings with management on extremely confidential employee matters dealing with employee discipline, equal opportunity matters, and guidance on Administrative and Criminal Investigations in relation to HR matters. Provide guidance on department policies and procedures. Conduct EEO fact‑finding investigations and prepare a comprehensive report with recommendations for management review and appropriate action. Review, revise, and/or compose professional correspondence. Conduct detailed research and review of policies, statutes, and investigations to ensure accurate information is contained within finalized letters, reports and correspondence. Monitor time frames to ensure policy adherence, maintain complex reports, and ensure documents are placed into the database. Develop and present training as needed or required regarding Equal Employment Opportunity (EEO), ADA, FMLA, military leave, grievances, discipline, and Departmental policies. Drive on State business. Perform other duties appropriate to the assignment. Knowledge, Skills & Abilities (KSAs) Knowledge of Laws, rules, regulations and procedures pertaining to personnel administration, ADOA Personnel Rules, FMLA, FLSA, ADA, EEO, Civil Rights Act of 1964 as amended, Arizona State government operation and structure/functions within ADCRR. Personal computers and software, business English and proper grammar. Methods of effective management, counseling and mediation practices, and problem‑solving methods. Maintain confidentiality. Selective Preference(s) Possession of a recognized Human Resources certification such as PHR, SPHR, SHRM‑CP, or SHRM‑SCP is highly desirable. 1–3 years experience working as an HR professional with a background in conducting workplace investigations, interpreting employment laws, and advising on complex employee relations issues, particularly within a government environment. Pre-Employment Requirements Employment is contingent on the selected applicant passing a background investigation. All employees are required to take a Tuberculosis (TB) test during new employee orientation and every year thereafter. If this position requires driving or the use of a vehicle as an essential function of the job, any employee operating a motor vehicle on State business must possess and retain a current, valid driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. Employees who drive on state business must maintain acceptable driving records and complete all required driver training. Motor vehicle owners must maintain statutorily required liability insurance. All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
